Preparing contracts and the decision points for changing the Designating Safety Rep to a part-time or full time Safety Pro

We are looking for criteria to standardize the decison points when it is not good enough to have a person be designated as responsibile for Safety. Right now it's a gut feel based on hazards and complexity.

Does anybody see a problem using a scissor lift, with a railing of greater than six feet, be used in leu of a guard rail system while employees are walking 4½ feet from the unprotected edge.1. They are on a gantry crane that has a guard rail on one side.2. The unprotected edge is where the crane trolley runs.3. Employees access the location from a set of stairs with a swing gate.4. Barrier tape and accesss control opening(s)

Is there a rule or is it just common practice to have an access control points when placing barrier tape? Our situations include excavation or demo projects. The taped off locations may be up to several hundered yards long and wide. General population access control is not a problem.We are in a catch 22 as we discourage workers from going under the tape, but access to the work locations are typically from a variety of directions.
